About Me

 Experienced financial adviser with over 25 years working in the social economic infrastructure sector. Background in the development of commercially viable structured finance solutions that deliver best value for the ultimate client. 

Background

 

Moray's experience in project finance started in the mid 1990's with his work as project finance manager for NHS in the planning for the new Royal Infirmary of Edinburgh. This experience of developing the early financial structures and the successful delivery of the new PFI model led to his move to Edinburgh based merchant bank Quayle Munro, to assist in the development of QM's role in the emerging sector. As a Director of Quayle Munro, Moray helped the business establish its presence in the Scottish and UK market for PFI/PPP projects, acting for both the public and private sectors. The firm was an early investor in social economic projects and Moray was to become a director of several private sector SPVs during this period.

In 2012, Moray was one of the founding partners in QMPF, a management spin-out from Quayle Munro which was formed to focus on the wider infrastructure market and in 2021 he left QMPF to set up Linn Mill as a dedicated senior resource to support the social infrastructure sector with the challenges it now faces.

In the last 25 years, Moray has seen many different models emerge to encourage and support the development of privately financed infrastructure. Many of these new structures emerged as a result of changing political priorities and also as a function of the lessons learned from some of the positive and negative outcomes from the earlier schemes.

After the establishment of the PFI/PPP model, he has advised on many of these alternative project finance structures emerging across the UK, including LIFT schemes to deliver community health and social  infrastructure in England, the Non Profit Distributing (NPD) model in Scotland, the hub model adopted in Scotland to deliver community based accommodation, BSF (Building Schools for the Future) and PF2,   and more recently bidding on the new Welsh Mutual Investment Model (MIM), itself an evolution of the NPD model. Exposure to all these different structures, plus experience with Strategic Estates Partnerships, the Priority Schools Building Programme and advising both public and private sectors allows a unique insight into understanding the ultimate clients' needs and consequent focused advice.

Moray may be able to assist with commercial issues on your existing projects, provide experience and expertise to your SPV  or Investment Boards and add  commercial value to your bids or negotiations. He also advises on the valuation of project finance investments, both for reporting requirements but also relating to potential sales or acquisitions.
